Biography

Li Rongcan, male, a Han national from Shaoxing of Zhejiang Province, was born in September 1966. He joined the Communist Party of China in March 1987. Li graduated from the Accounting Department of Jiangxi Institute of Finance and Economics with a BA in accounting and later acquired an MBA from University of International Business and Economics.

Li began his career in August 1989 and worked successively as an officer, Deputy Division Director and Division Director at the Department of Accounting and the Department of Planning and Finance of the Ministry of Foreign Economic Relations and Trade (MOFERT) and the Department of Planning and Finance of the Ministry of Foreign Trade and Economic Cooperation (MOFTEC). In March 2002 he became Director-General of the Department of Planning and Finance of MOFTEC and stayed on the job with the Ministry of Commerce (MOFCOM) until he was promoted to Director-General of the Department of Finance of MOFCOM in March 2006.
